State Housing Plan (Housing 2030)

Housing 2030 is Rhode Island's statewide housing plan, developed to align the state around clear housing goals and actionable strategies to address current and future housing needs. Rather than serving as a document that sits on a shelf, the plan is designed to drive action by informing municipal planning efforts, guiding the State's use of federal funding, shaping policy and budget decisions, and providing practical tools for communities. As an element of the State Guide Plan, Housing 2030 establishes a long-term framework for increasing housing opportunities across Rhode Island. While the state's housing challenges have developed over decades, the plan provides a roadmap to make meaningful progress. On December 11, 2025, the State Planning Council approved Housing 2030 as part of the State Guide Plan.
