State Housing Plan (Housing 2030)
Housing 2030 is Rhode Island's statewide housing plan, developed to align the state around clear housing goals and actionable strategies to address current and future housing needs. Rather than serving as a document that sits on a shelf, the plan is designed to drive action by informing municipal planning efforts, guiding the State's use of federal funding, shaping policy and budget decisions, and providing practical tools for communities. As an element of the State Guide Plan, Housing 2030 establishes a long-term framework for increasing housing opportunities across Rhode Island. While the state's housing challenges have developed over decades, the plan provides a roadmap to make meaningful progress. On December 11, 2025, the State Planning Council approved Housing 2030 as part of the State Guide Plan.

Public & Stakeholder Engagement
During the plan's development process, the Executive Office of Housing (EOH) (formerly the Department of Housing) gathered feedback from Rhode Islanders and housing experts through a variety of mediums, including:
- Municipal meetings – Individual meetings with leadership from all 39 cities in towns.
- Focus groups and interviews – Led by Abt Global, focus groups included Public Housing Authorities, non-profit developers, for-profit developers, municipal planners, housing advocates, YIMBY advocates, and low-income renter advocates. Additional meetings and interviews were held with a variety of additional stakeholders.
- Resident survey – Made available in English and Spanish, surveys offered members of the public the opportunity to share information on their housing situation, housing needs, and housing aspirations. The data from the survey helped support goal and strategy development.
- Advisory Group - EOH convened an advisory group to assist in the development of goals and strategies for the plan. This group met four times as public meetings. Meeting minutes and agendas will be available here, and presentations are available below:
- Public presentations – EOH presented on the state housing plan at legislative hearings, the State Planning Council, and at the Housing Resources Commission. Slides from those presentations and the Advisory Group meetings are included below.
